  To Preserve the Lasting Social Stability by Institu-tionalizing Interest Articulation


  In recent years, we have actually fallen into a strange circle of stability-preservation ("weiwen"): while governments of all levels spend lots of manpower, resources and money on preserving social stability, the occurrence of social contradictions and conflicts does not decrease, but keeps growing. In a sense, it results in a paradox of "the more preservation, the more instability". There are some certain factors that bring about this phenomenon, and among the factors an objective one is the increase of social contradictions and conflicts after the establishment of the market economy system, and other key ones are the defects of existing ideas and patterns of stability-preservation.


  Rethinking China's Territorial Sovereignty and Territorial Security


  Countries are struggling for resources and trying to control international strategic accesses, thus the delimitation of maritime boundaries for China will be time-consuming, and the struggle in sea power will become more complex and intense. At present, except that Beibu Gulf waters between China and Vietnam are successfully demarcated, China still has maritime disputes with eight neighbors, and the controversial areas amount to 1.5 million square kilometers, which almost account for 1/2 of China's sea areas.

  With all these laws issued in the late 1990s, the restructuring of the construction industry was almost complete. However, while these changes might have increased efficiency and productivity in the operation of the construction projects, these changes also had an adverse impact on the industry such as the introduction of unreasonable low bids, unfair preference for local bidders, collusion between a property developer (or owner) and a bidder or between bidders, poor quality of construction and even cheating, bribery and corruption. The profit margins for the contractors and subcontractors became extremely low. The excessive reduction in the contract price through competitive bidding and opaque contract negotiation often meant the actual profit rate was below 3%.
